Ultra Low Emissions Parking charges to expand outside of London

Several councils throughout the UK are joining the City of London in enforcing Ultra Low Emissions Parking (ULEP) charges which impact those who drive diesel vehicles or older petrol cars. Drivers of older petrol and diesel cars are being charged more to park.
London’s ULEP fees have been in place since 2018 with exempt vehicles paying £5 per hour, diesel and petrol vehicles registered from 2005 paying £7.20 and all other vehicles paying £10 per hour.
In the London Borough of Haringey, diesel car owners pay an annual fee of £80 on top of their permit to park. Other hourly surcharges (on top of the usual parking fee) within the London area include:
- Lambeth: between £1.97 and £4.41
- Lewisham: £1.50 for electric vehicles, between £2 and £4 for all petrol vehicles and between £2.10 and £4.40 for all diesel vehicles. Those which do not meet the ULEZ standard are also subject to an additional £2 parking surcharge.
- Kensington and Chelsea: EVs and zero emissions cars pay between £1.50 and £4.50 an hour, petrol and hybrids are charged between £2 and £6 and diesel drivers pay between £2.30 and £6.80 an hour.
The London Borough of Merton could be the next to implement similar measures, as it is currently in a consultation period with locals about introducing a diesel parking surcharge.
The city of Bath has also recently introduced similar schemes in eight of its council-owned car parks.
