New drivers under 25 could be banned from carrying passengers

Government ministers are considering proposals to prevent newly qualified drivers from transporting passengers of a young age in a bid to reduce car crashes resulting from peer-pressure.

The ‘graduated driving licence’ scheme could see drivers under the age of 25 prevented from carrying other passengers within their age group in their vehicle for the first 12 months after receiving their driving licence.

This is because it has been discovered that peer pressure – when drivers are encouraged to engage in dangerous driving behaviour such as speeding – is a contributing factor in one in five serious and fatal crashes involving young drivers.

Currently, the only additional rule in place for new drivers is that those who receive six penalty points within their first two years of driving will receive a ban. For drivers who have held their licence for more than two years, they would need to accrue twelve penalty points before having their licence revoked.

The plans, which will be discussed in parliament this month, have been backed by Support for Victims of Road Crashes, which advises Department for Transport.

It is expected that there will be an official announcement about the plans on May 16.
